Assistant Federal Director Vasta displayed outstanding initiative, innovation, and maintained exceptional employee relations. Mrs. Vasta accomplished all of these achievements while giving birth to her daughter Kamalani Vasta in March of 2020, who was born 4 months prematurely, and required intensive hospital care. A truly remarkable year for Mrs. Vasta in supporting the missions of the Transportation Security Administration in Hawaii.

Specialist Jonyae L. Curry, USA
Specialist Curry is recognized as the Clerical Federal Employee of the Year for her exceptional contributions towards the G1 within the Army 311 Signal Command. She is a natural leader with limitless abilities who consistently excels in assignments and in her support of fellow Soldiers.

Mr. Todd Melton
Mr. Melton led a project to clear and replant an overgrown area, saving over $10,000 in housing maintencance funds, and assisted with a water main break that affected 11 individual commands, restoring service to all affected users in under 12 hours. His efforts consistently reduce cost and have huge, positive impacts on the maintenance and upkeep of Coast Guard Base Honolulu.

FEMA Pacific Employees Supporting COVID Response Effort
The FEMA team in the Pacific worked long hours addressing challenging issues raised by the COVID-19 pandemic that hit the nation in 2020. The tasks varied over time and as lessons were learned, but the team rose to every challenge, minimizing the impact of the virus to the people in the Pacific jurisdictions.

Environmental MATOC Project Delivery Team (PDT)
The Environmental MATOC Team is recognized for completing a new $49 Million MATOC within 6 months. The normal timeline for this type of contract is 9 to 12 months. The diverse and multi-disciplinary team committed to an aggressive schedule and thorough coordinated and concurrent efforts, and despite operating during a world-wide pandemic, succeeded greatly beyond expectations.

Mr. Randy Sunada
Mr. Sunada is the Lifting and Handling expert for the new Virginia Class Submarine and is a true example of a local boy who never forgot where he came from. He leads with Honor, Courage, Commitment and Aloha by helping his peers with shipyard priorities and will still mentor young apprentices.

Ms. Nikki Jervis
Ms. Jervis served exceptionally as Staffing Branch Chief for PACFLT Human Resources Office, Hawaii. Arriving in the middle of the COVID pandemic, she clearly hit the ground running - with an outgoing, open mind, and fierce determination. She was the "glue" that holds the Staff together during a critical time.

Mr. Samson Luavasa
Under the leadership of Mr. Luavasa, the FLC team was able to complete numerous cargo and other mission support activities in support of major mililtary movements and exercises. He filled a critical gap in the Deputy Director of Ocean Terminal position in addition to his regular duties.

Mr. Keith Mikami
Mr. Mikami is an Architect supporting U.S. Marine Corps projects. In 2020, he managed design for $600M in Bachelor Enlisted Quarters. He also led efforts for two $990M Multiple Award Construction Contracts. Mr. Mikami's achievements enabled millions of dollars to flow into the Guam economy at a critical time.

Mr. Paul Lake
Mr. Lake provided excellent customer service to staff, partners and customers. His efforts in 2020 resulted in execution of the Pacific Island Office's first two ACEP easements in over 10 years, and a partner agreement that will facilitate future ALE easements. While he has since retired, his efforts will have long lasting impacts.

Petty Office First Class Marcello D. Chaney, USN
Petty Officer Chaney is a Sailor of the highest caliber whose contributions to the command are unmatched. His positive and energetic leadership style has energized the climate, attitude and productivity of assigned sailors at NMC East Asia Detachment, Unit Sasebo.

Mr. Shigeyuki Shimabukuro
Mr. Shimabukuro excellend in all respects as the Training Officer for Navy Munitions Command, East Asia Division, Unit Okinawa. He is a consummate professional who skillfully managed several programs and greatly contributed to the overall success of the command.

PIRO International Fisheries Division
This team mitigated the global pandemic’s impacts in the tuna fishery by negotiating and implementing emergency measures to ensure crew safety, and helping repatriate Pacific Island observers. Their efforts helped safeguard the U.S. seafood industry and our relationships with Pacific Island countries.

Major Jefferson Thorpe, USAF
Petty Officer Bishop is an exceptionally skilled Ordnancemen who excelled at training and qualifying numerous team members in complex ordnance transportation and handling competencies. He is an true leader and mentor who continuously demonstrates extraordinary performance. His personal contributions to the command and U.S. Navy are unequaled.

Mr. Tom Graham
Mr. Graham’s leadership advanced U.S. interests across the Pacific while bolstering American food security and eliciting the best of his staff and colleagues. Amidst orchestrating international successes for the United States, he prioritized the well-being and professional development of his staff.

Mr. Chad Hayakawa
Mr. Hayakawa worked on several innovative projects aimed at keeping Shipyard workplaces as safe as possible by minimizing the spread of COVID-19. Projects included the use of DIY custom-made barriers made with PVC pipe and plastic sheeting, safety signage, and on-line information resources.

Ms. Kiana Crown
Ms. Crown accepted the role as the leader of Hawaii U.S. Postal Service's Combined Federal Campaign efforts at a time that was difficult for everyone. Understanding and having empathy for the needs of others as well as the safety and health of our employees takes a special person. She served with exceptional commitment and attention to detail.

Mrs. Ashleigh Whitney
Mrs. Whitney demonstrated exceptional leadership, planning and strategic guidance. Her forethought and perseverance helped allow the family, friends, coworkers, shipmates and the impacted community the opportunity to continue to heal in the aftermath of the December 4, 2020 tragedy at Shipyard Dry Dock No. 2.

He personifies selflessness and mindfulness to an admirable extent, has exemplary technical skills and has clearly earned the respect of those around him. Ms. Carol Catanzariti (Posthumous Award)
Commissioner Carol Catanzariti joined the Federal Mediation and Conciliation Service in 1999 and served as mediator until her passing in October 2020 . In this role, she served the labor management community of Hawaii and the Pacific Islands throughout her career in a truly exemplary manner, and was very well respected in the community. Carol served tirelessly as an extraordinary Peacemaker, and we are honored to recognize her posthumously.

Mr. Ervin "EB" Lawson
Mr. Lawson is a selfless leader who both excels at work and performs outstanding volunteer community service, reflecting favorably on the Coast Guard and the Department of Homeland Security. He volunteered over five hundred hours in the community in 2020, and used his great passion for golf to improve the community in which he lives and works.

Mr. Giovanni Espinosa
Mr. Giovanni Espinosa provided superb mentorship by training Manpower Liaisons in the Pacific, leading a weekly food distribution to help 1,000 families and as a Ewa Makai Middle School Community Council Representative facilitating in phenomenal seamless integration of distant learning.

Mr. Barroga provides administrative support to the USPACFLT Director, Civilian Human Resources and a team of Human Resources Specialist. A true team player with the ability to multi task the many HR functions, he provided excellent customer service to USPACFLT's military and civilian personnel.

Technical Sergeant Bryan Horvath has proven time and again to be an excellent & trustworthy leader within DISA Pacific. With any task given regardless of challenge, he exceeds expectations. Under his guidance, the life cycle program stands as an example for all federal agencies.

Petty Officer First Class Sung Lee, USN
Petty Officer Lee excelled in providing supply and lotgistics support to NMC Pacific EAD Okinawa, including helping to outfitg his command against the threat of COVID-19. He devoted personal time to and has devoted countless hours of personal time to Navy Munitions Command Pacific East Asia Division Unit Okinawa, including supporting sexual assault prevention as command UVA. He is a consummate professional who has contributed immeasurably to his command.

Ms. Mika Fujii
Ms. Fujii filled a long vacant position in the Army 500th Military Intelligence Brigade's Asian Studies Detachment, and with no technical training had an immediate positive impact on the atmosphere of the organization and employees' quality of life. She proactively managed the human resources activities for a tri-service and multi-national organization, and is an excellent supporter of her fellow employees.

Master Sergeant Kimberly M. Morgan, USAF
Master Sergeant Morgan made outstanding contributions to the success and improvement of command and control support across Headquarters Pacific Air Forces, 15th Wing, 67 GSUs and 15 mission partners. A true leader to her peers and subordinates, her mentorship was key in supporting the excellent quality of life, morale and welfare of 145 personnel.

Facilities Maintenance and Logistics Management Department N41 Power Plant Division
The N41 Team flawlessly supported the mission by performing preventive maintenance checks, load tests, daily meter readings, major fuel unload evolutions, and responding to numerous after hour contingencies, including during the approach of a hurricane in which power was maintained to prevent potential interruption to fleet communications. The team also saved the Navy over $80,00 by reclaiming fuel from an inactive underground storage tank.

Mrs. Denise Herrera
Ms. Herrera immediately achieved unparalleled results by improving all facets of the over $27M Master Cooperative Agreement Program covering Hawaii National Guard construction, maintenance, repair, and operations of facilities/programs authorized and directed by Congress/DoD.

As a Supervisory Contract Specialist at Regional Contracting Office-Hawaii (RCO-HI), Ms. Nakamoto is a trusted advisor with a strong desire to help others. Her exemplary efforts as a mentor allowed RCO-HI to meet customer missions effectively with an adaptable, engaged, and ready workforce.

Captain Tom Duran of the U.S. Public Health Service admirably represents the Centers for Medicare & Medicaid Services in the Pacific with his public health and external affairs expertise. He keeps the CMS San Francisco leadership apprised of all facets of COVID-19, from infection rates to the impact on its residents and the economy. He has played a significant role in mitigating the impact of the pandemic both in Hawaii and the Pacific Islands.

USCIS Honolulu Field Office Naturalization Ceremony Team
The Naturalization Ceremony Team at USCIS Honolulu helped naturalize thousands of new citizens across Hawaii. When the pandemic hit in March 2020, the naturalization ceremonies had to be changed significantly, but this strong team worked together, improving efficiency and collaboration to safely naturalize nearly 2500 new citizens.

Coronavirus 2019 Shipyard Tiger Team
The “Tiger Team” led the Shipyard in protecting the workforce in the development and execution of mitigation plans during the Coronavirus 2019 pandemic, minimizing the safety and health threat to this large organization, all the while sustaining near-normal mission’s production and operations.

NAVFAC Pacific Financial Management Budget Control and Labor Team
"The NAVFAC Pacific Budget Control and Labor Team overcame the challenges of implementing and learning a new financial system and process. They managed massive transactional errors requiring research, reconciliation and resolution, working long days amidst the pandemic for a successful year end close."

Mr. David Moore is recognized for exceptional leadership as the DLA Energy DFSP Okinawa Operations Chief. He was responsible for several multi million-dollar projects that supported the Warfighter’s requirements on Okinawa and supervised 53 personnel, which produced exceptional results of long term benefit to command missions and customer support.

Regional Contracting Office-Hawaii
The Regional Contracting Office-Hawaii (RCO-HI) provided unrivaled support to Tripler Army Medical Center and the Installation Management Command-Pacific, including its subordinate U.S. Army Garrisons in Hawaii and Kwajalein Atoll. RCO executed nearly 2,100 contract actions valued at $92.5 million.

Professor Turvold’s proactive and generous cultivation of those around him resulted in the obvious growth of professional competence and confidence in his proteges and contributed greatly to a culture of developmental excellence within the Daniel K. Inouye Asia-Pacific Center for Security Studies.

The Administration and Resource Branch provided high-quality IT and telecommunications support to Marine Forces Pacific that included leveraging enterprise resources and remote capabilities in response to the global pandemic. HSI Honolulu’s Mission Support Team excelled in administrative and logistics support to criminal investigations in Hawaii, Guam, and Saipan. Their dedication directly contributed to four criminal investigations being designated as priority investigations for HSI Honolulu.

As a 2020 CFC Hawaii-Pacific Project Officer, Ms. Amy Yamamoto aggressively coordinated the efforts of nine CFCHIP Unit Project Officers across the southern region. Their efforts garnered over $23k in contributions and achieved Platinum Unit recognition from the CFC Hawaii-Pacific Chair.

Mr. Danny J. Okawa
Mr. Okawa distinguished himself with his outstanding community service, and was instrumental in providing food, family mentoringand tutoring support to a burgeoning homeless community in Oahu. He also worked selflessly to to counsel and mentor imprisoned individuals working to meet the challenge of transitioning back to be contributing members of society.

She helped to meet unprecedented demands during the long COVID-19 pandemic and during an emergency response to an approaching hurricane. She quickly learned new duties and provided support to Marines, their families, and her fellow associates.

Ms. Campbell gives freely of herself and her time to promote and advance the Postal Service brand. Epitomizing the aloha spirit and care for her coworkers, she volunteered for the Rapid Response Team, which deployed to clean suspected areas of SARS-CoV-2. The 747th Communications Squadron Client Service Center's provided outstanding contributions to the command and control capabilities by continuing to deliver and innovate cyber solutions across Headquarters Pacific Air Forces, 15th Wing, 67 GSUs, and 15 mission partners. The team's exemplary actions cemented command and control, communications and cyber requirements in support of nine major commands.

836th Transportation Battalion (SDDC)
The 836th Transportation Battalion provided exemplary surface transportation support of DoD and United States Forces Japan, their component commands and dependents under the severe restrictions imposed upon the Battalion's operations by the COVID-19 pandemic in Japan, Australia and the Philippines.

Mr. Mitchell provided outstanding support and drove several initiatives that enabled a network of U.S. and foreign law enforcement partners to counter illicit drugs, transnational organized crime, and associate threat networks in the Indo-Pacific.

Mr. Joseph B. Randall
Mr. Randall spearheaded efforts to complete the first Fast Response Cutter Dock-Side maintenance availability outside the continental United States. His coordination, personnel empowerment, and adaptability ensured on time completion at a savings of $34k. As a result of Mr. Randall’s efforts, Industrial Production Facility Honolulu is scheduled to complete two additional Fast Response Cutter Availabilities in the next year and proved the capability existed for local organic support of these assets well into the future. His commitment, professionalism, performance, and quality of work are a true force multiplier for the Coast Guard.

Detachment Kauai Code 202
NAVSUP FLC Team Kauai is being recognized for their exemplary performance in the award of a $854 Million Range and Base Support Contract for support of the Pacific Missile Range Facility on the island of Kauai. This contract helped ensure that the world's largest testing and training range would continue to meet critical mission requirements.

Asian Studies Detachment's COVID-19 Cross-functional Team
The Army 500th Military Intelligence Brigade - Asian Studies Detachment's COVID-19 Cross-Functional Team was established in response to the COVID-19 pandemic and did an exceptional job in assessing and describing the daily threat environment and risk to U.S. Forces in Japan, and their reports were used by top decision makers to manage risk and effect countermeasures.

Assistant Special Agent in Charge John S. Dueñas
Assistant Special Agent in Charge John Dueñas served as the acting DSAC for HSI Honolulu, mentoring supervisors in Hawaii, Guam and Saipan. His dedication and active mentorship protected the workforce and sustained law enforcement operations across the Pacific region, serving as an example for all to follow.

Petty Officer First Class Jeffrey Cope, USN
Petty Officer Cope excelled in his assigned duties and was appointed Lead Petty Officer, mentoring junior enlisted. He secured key hardware upgrades to fix a five-year tech refresh gap in Indo-Pacific Command's DC work spaces. Off duty, Petty Officer Cope conducted monthly grocery shopping trips for six elderly neighbors, shielding the most vulnerable community members from the COVID pandemic.

Mr. Todd Murata
Mr. Murata led a successful Commercial Recreation team onboard Marine Corps Base Hawaii. His willingness to teach, share his knowledge and skills, advise on personnel issues, nurture the intricacies of financial management, and set team goals led to positive employee and guest relations resulting in resilient programs.

Mr. William Schwab
Mr. Schwab directed the establishment of an exercise portal for a large staff to access and facilitate telework and still execute the complex day to day operations of the USINDOPACOM J37 Exercise Division. This included major exercise VALIANT SHIELD. Through expert leadership and management, he empowers the J37 team!

Mr. Ray Akins
Mr. Akins adeptly led the NAVFAC-CNIC combined Transportation team during a tumultuous transition year to enable transportation and weight handling operations functionality. He spearheaded system conversions to effect comprehensive budget mitigative resolutions for the Navy shore enterprise, effecting superior transportation program readiness.

MCCS Hawaii Facilities Maintenance Team
The Marine Corps Base Hawaii's MCCS Hawaii Facilities Maintenance Team expertly modified and improved Base Hawaii facilities to respond to the COVID-19 pandemic, building plex-glass barriers to protect employees and establishing hand sanitizer stands in main entryways of buildings to help protect over 18,000 customers. They also partnered with business operations to modify facilities to allow required social distancing.

Mr. James Eller
Mr. Eller is a team player and exemplary employee. In 2020, he took “other duties as assigned” to a new level. Stranded by the pandemic and unable to reach his duty station, he did what the Pacific Islands Office asked: training, partner facilitation, filling a critical staffing need.

Ms. Kori Hisashima
Ms. Hisashima selflessly provides mentorship to staff and coworkers. In 2020, the Pacific Islands Office welcomed 5 new DCs, and she was a huge part of welcoming, coaching, developing & supporting them. She has been crucial in their successful transition, and contributing to accomplishing the goal of growing a positive, skilled workforce.

Intelligence Directorate, Joint Interagency Task Force - West
Joint Interagency Task Force West, supported by their Intelligence Directorate Team, led operations and activities in 2020 which degraded and disrupted transnational crime and drug trafficking organizations, and enabled a network of U.S. and foreign law enforcement partners to counter illicit drugs, transnational organized crime, and associate threat networks in the Indo-Pacific.

Ms. Wendy Young
Ms. Young has volunteered with the City & County of Honolulu Department of Emergency Management since 2006 as a Reserve Corps & Operations Officer for District 1 and is also as a member of the Community Emergency Response Team. She is also very active in supporting the Central Union Church.

Mr. Paul Belczak
Despite having a very demanding position in the INDOPACOM J3, Mr. Belczak heard the call of service to his fellow veterans. His outreach efforts for both retirees and veterans on his free time in continuing service are emblematic of the motto of the retired Army Officer, “Retired, still Serving." He also runs the Soldier for Life Appreciation Day, supporting over 900 retirees, and personally built and executed a virtual annual event in 2020.

Ms. Angwara Jinapongpichart
Ms. Jinapongpichart provided exceptional service while performing as a volunteer in her community. She positively influenced the lives of other employees and co-workers. Her contributions are in keeping with the highest ideals of selfless service and community involvement.

Mr. Richard Douglas
Mr. Richard Douglas provided exemplary intelligence support to collect and publish timely and relevant information on one of the Pacific Command's highest priority adversaries, earning high praise from both leaders and his peers. Additionally, his efforts led to positive impacts on defense cooperation and interoperability with two of the U.S.’s most trusted partners.

Mr. Yasuhiko Tanaka
Mr. Tanaka returned from retirement so that he could share his extensive military and civilian service experience with U.S. Army employees. He wrote and delivered a comprehensive course of instruction in producing open source intelligence and worked with multiple levels of Army leadership to further an effective program of intelligence tradecraft.

Ms. Jennifer Cruz
Ms. Cruz serves as HR Specialist for PACFLT HRO Hawaii and volunteers as Co-Lead for the Hawaii Military Spouse Professional Network as part of U.S. Chamber of Commerce Foundations Hiring Our Heroes Program. She consistently volunteers her time and has established strong connections with local military spouses and employers, of great benefit to Hawaii military families.

Ms. Jennifer K. Eugenio
Ms. Eugenio exemplifies what a mentor is in any organization. As a former intern that has risen through Army Corps of Engineers, she trains & mentors others, provides perspective and understanding to new employees and interns, having been in their position previously, and continues to execute the mission in an outstanding manner.

Major Armenio Salaguinto, USMC
Major Salaguinto’s superb leadership has earned him universal respect within the Daniel K. Inouye Asia-Pacific Center for Security Studies. His innovations underpinned operations management center-wide; his leadership created and sustained a culture of excellence in his team despite all challenges.

Defense POW/MIA Accounting Agency, Partnerships and Innovation Hawaii Office
Despite the travel, health, and safety restrictions resulted from the COVID pandemic, DPAA"s Partnership & Innovation Directorate - Hawaii Office utilized creative partnering solutions across the globe to ensure that successful recovery missions deployed and needed research and analysis increased.

Navy Munitions Command, East Asia Division
Petty Officer Aguilar is performing well above his pay-grade and is a trusted advisor within the Quality Assurance Division. His professional expertise and efforts are wellcabove his pay grade, and have greatly contributed to the success of this command.

District Fourteen Health Services Team
In spite of critical staffing shortages, the Coast Guard District Fourteen Health Services Team executed services in an exemplary fashion, ensuring continuous support of statutory operational missions during a global pandemic. Their work provided exceptional support in the Coast Guard's efforts to conduct uninterrupted search and rescue, international maritime law enforcement and maritime safety missions in the Pacific.

NAVFAC Pacific's Business Director, Roy Agustin, exemplified community service as a Honolulu District 10 Neighborhood Board Member, Hawaii Chamber of Commerce Military Affairs Council member, Society of American Military Engineers Pacific Region Fellows Point of Contact and Newman Center supporter.

G1, 311th Signal Command (Theater)
The G1 311th Signal Command is a cohesive, multi-component team who excelled at managing a wide variety of military and civilian personnel actions and is a model of HR practices, enabling a climate of trust, fairness, commitment and confidence among command personnel. The Team particularly excelled during the last year while responding to the pandemic.

American Samoa Field Office
The American Samoa Field Office, despite several challenges due to restrictions and remoteness, excelled by providing outstanding customer service and program delivery. Their teamwork and commitment to service benefited customers and stakeholders and has resulted in more resilient resources in American Samoa.

N4 - Pacific Fleet COVID Logistics Readiness Center Team
Comprised of all Navy reservists who volunteered for the call in response to the COVID-19 national crisis, the Pacific Fleet COVID Logistics Readiness Center Team provided exceptional support in COVID personal protective equipment supply management and testing coordination, helping the Fleet safely conduct operations while protecting sailors during a period of exceptional challenges.

Mrs. Ana M. Murphy
As the Deputy, Assistant Chief of Staff G4, Mrs. Murphy continually demonstrates total dedication to duty in support of theater logistics requirements for U.S. Marine Corps Forces, Pacific. She consistently displays unmatched leadership and professionalism, enhancing command readiness and strengthening relationships with allies and partners.

Mr. Craig W. Lockwood
Serving as the Marine Corps Base Hawaii Education Officer, Mr. Lockwood accomplished a lot for the Marines in 2020. He successfully approved 2,664 active duty tuition assistance applications, and while maintaining COVID procedures he safely held six face to face training programs. Mr. Lockwood was able to greatly exceed expectations for supporting our Marines during a pandemic.

Ms. Sherye Grandy
Ms Grandy redefined her role as an Administrative Assistant for the unit's 176 members. She overhauled 5 substandard programs, revamped duty status reporting during the pandemic and managed travel approvals and education. Her motivated attitude was a true force multiplier to the entire team.

Ms. Cherrielynn Kamahele
Overcoming numerous challenges during a virtual transition this past year, Ms Kamahele was a leader in developing standards for others while supporting multiple key international events. Each event she managed set higher examples of efficiency and logistical professionalism in security cooperation.

ISD - Information Services Department
During COVID-19, DKI APCSS Info Services Department allowed the entire organization to pivot safely within weeks with new tools supporting telework capacity. These capabilities allowed the execution of over 182 global events, multi-day SECDEF Indo-Pacific engagements and the Center's first hybrid course.

Mr. Andrew Trask
Mr. Trask exemplified teamwork while providing top-notch warfighter support. He flawlessly covered the duties of three positions for 6-months, while supporting 11 large scale exercises. Additionally, he is a Resilience Trainer Assistant, initiated a "Monthly Fitness Challenge" and provides extensive community support by volunteering in a local animal shelter.

Petty Office First Class Marcello D. Chaney, USN
Petty Officer Chaney is a Sailor of the highest caliber whose contributions to the command are unmatched. His positive and energetic leadership style has energized the climate, attitude and productivity of assigned sailors at NMC East Asia Detachment, Unit Sasebo.

Staff Sergeant Sheung K. Wong
Staff Sergeant Sheung Wong has been an incredible asset to the Hawaii Air National Guard. He designed the 298th Air Defense Group's Communications Focal Point dashboard, developed a "contactless" entry point check-in system, led the CISCO Phone network upgrade and created the group's Media Broadcast system.

Group Supervisor Reyn A. Yoshinaga
Group Supervisor Reyn Yoshinaga displayed sustained superior performance in leading law enforcement operations to counter transnational criminal organizations smuggling contraband into and through the State of Hawaii. His unwavering leadership exemplifies Homeland Security Investigation's core values of “Honor, Service Integrity."

Ms. Jennifer Sakai
Ms. Sakai, in response to COVID19 travel restrictions, transitioned the entire Pacific Fleet Culture of Excellence on-site training program to a completely virtual training environment. She executed 15 Workshops reaching 4600 Sailors, saving over $34,000 and leveraged $70,000 in unused travel funds. Her efforts helped the Navy provide this key support to sailors during this period of unprecedented challenges.

Ms. Penelope Parnes
As a BlueZones Community Advisor; Ms. Parnes aids in the identification and roll-out of community projects and initiatives; community gardens, complete streets projects, park murals, walking moais, and wellness classes, including obtaining funding for native species-replanting at three community parks.

Mr. Mark Fujihara
Mr. Fujihara embodies mentorship by empowering everyone to make the organization better every day. His reputation as a careful and understanding listener is well-known throughout NAVFAC’s emerging leadership community, and he is frequently sought as a mentor. Mr. Fukihara truly exemplifies the spirit of service to the Navy.

Mr. Manuel B. Anduha III distinguished himself as the Lead Network Specialist, 747th Communication Squadron, 647th Air Base Group, 15th Wing, Joint Base Pearl Harbor-Hickam, Hawaii, provided superb support to networks and systems, including improving both connectivity and security. He and his team's accomplishments reflect great credit upon himself and the Air Force.

As the U.S. Army Corps of Engineer's Honolulu District's subject matter expert, Mr. Cooper improved the quality of life in the district’s many facilities. His success is credited to his astute understanding of the multiple facets of building maintenance and this great quality about him makes him invaluable to the organization.

Mrs. Janine Tenorio
Ms. Tenorio far exceeded all expectations by tracking a myriad of suspenses/correspondence, coordinating usage/maintenance of facilities, managing vehicle operations, providing pay service to 3,000+ soldiers, and insuring the safety of more than 50 full time employees during the pandemic.

Ms. Cherie Kawauchi
Ms. Kawauchi is the Workforce Development Coordinator for the Nuclear Fluid Systems and Mechanical Engineering Division. By using innovative instructional techniques and by working closely with the engineers-in-training, a record 7 engineers in 2020 vice the normal 1 to 2 per year were qualified.

Mr. Jaybee S. Obusan
Mr. Obusan is provided superior leadership of the G1 within the Army 311th Signal Command. He developed and implemented wide ranging guidance for both civilian and military personnel, including special guidance for the pandemic, and maintained exceptional performance management and awards programs.

Plant Maintenance Operations
The Plant Maintenance Operations Team remained committed to their mission as essential workers, enabling the Postal Service to complete its critical mission of delivering for our community and nation through the COVID pandemic. The team was also tasked with cleaning and sanitizing a large facility with nearly 700 employees, and worked to install social distancing markers & sanitizer dispensers floor-wide.
