Mr. Todd L. Schafer, a member of the Senior Executive Service, assumed duties as Executive Director and Director of Staff, United States Pacific Fleet in September 2014. Reporting directly to the Commander, he is responsible for integrating resources and readiness Fleet-wide, developing strategies to optimize utilization of more than $12 billion as well as 111,000 active duty and reserve military members, 21,000 civilian employees and 11,000 contractors.
He provides the Pacific Fleet Commander and the Chief of Naval Operations an integrated picture of Pacific Fleet's readiness and risk levels and executes the commander's direction to ensure ready, trained and equipped naval forces are available to meet global demands articulated by the Combatant Commanders. As senior civilian leader, he is responsible for ensuring the education, training and development of all civilian employees across the Pacific Fleet enterprise.
As a graduate of Wright State University, Schafer began his career in 1989 as an Air Force financial management intern. His 25-plus years of experience incorporate policy making; requirements generation; planning; programming; budgeting; cost estimating and analysis; accounting and finance (including working capital funds); human resources; manpower; contracting; program and risk management; modeling and simulation; and transformation.
His civilian leadership service spans the departments of the Air Force, Army and Navy. Assignments have been at the base, program office, acquisition center, major command, unified combatant command and service headquarters levels.
Schafer most recently served as Executive Director for Resource Management and Procurement with the Combined Security Transition Command - Afghanistan, International Security Assistance Force (ISAF) in Kabul.
Earlier Senior Executive Service positions include Director of Management and Control with the Office of the Assistant Secretary of the Army (Financial Management and Comptroller), and as both Executive Director of Programs and Resources and Executive Director of Resources and Assessments at U.S. Southern Command.
Schafer holds a Master of Business Administration from Troy State University, a Master of Arts in Procurement and Acquisition Management from Webster University, and is a graduate of a variety of professional programs to include the Air Command and Staff College, the Defense Leadership and Management Program, the Executive Leadership Development Program, and the Joint Executive Management Course at the University of North Carolina, Chapel Hill.
