President Signs Continuing Resolution that Funds Government Through December 20, 2019

    On Thursday, November 21, 2019, the President signed into law:

    H.R. 3055, the “Further Continuing Appropriations Act, 2020, and Further Health Extenders Act of 2019,” which provides Fiscal Year 2020 appropriations to Federal agencies through December 20, 2019, for continuing projects and activities of the Federal Government; and extends authority for a broad range of Medicare, Medicaid, public health, and human services activities and for other matters.

    This CR includes approval of a military pay raise of 3.1% for 2020, as well as funding to conduct the 2020 Census. The President has ordered a 2.6% general schedule pay raise for civilian federal employees in 2020, with no locality pay component. The House earlier passed a bill requesting a 3.1% pay raise. Final action on a pay raise for 2020 is yet to be taken.
